<p>Alfred Nzo District Municipality Municipal Public Accounts Committe (MPAC) Ordinary meeting is currently underway in terms of section 79 A (1) &amp; (2) of the Local Government: Municipal Structures Act Number 117 of 1998 as amended.</p>



<p>The committee is empowered to exercise oversight over the executive and administrative functions of the municipality, ensuring accountable and efficient use of public resources.</p>



<p>The meeting focus on auditing financial performance, reviewing annual reports, investigating irregular expenditures, and ensuring compliance with the Municipal Finance Management Act (MFMA).</p>

<p>Cllr.Tselane Felicia Mohatla today took the oath of office as the Alfred Nzo District Municipality Councillor. She is replacing the late Cllr. Tshepo Sheane who passed away on the 25th of March 2025. Cllr. Mohatla is a Proportional Representative (PR) councillor from Matatiele Local Municipality. The Speaker of the Council, Cllr: Sixolile Mehlomakhulu presided over the swearing in alongside the Acting Municipal Manager, Mr. Onke Diko. The Speaker, Cllr. Mehlomakulu took the opportunity to welcome Cllr. Mohatla &amp; ensured her that she is joining a stable Council which only prioritises the needs of the people.</p>

<p>Alfred Nzo District Municipality Members of Council are attending a training to further strengthen their oversight role, good governance and reinforce leadership capabilities as they continue to deliver services to the people of the District.</p>



<p>Organised by the South African Local Government Association (SALGA) in the Eastern Cape in collaboration with Audit and Risk Management Solutions, this Five-day training which commenced today the 19th of May to the 23rd of May 2025 is held under Winnie Madikizela-Mandela Local Municipality at Wild Coast Sun.</p>



<p>The program aims to equip Council Members with the resources they need to provide better services; assure local governments are receptive to citizens&#8217; needs.</p>



<p>Refresher on the effective &amp; efficient ways of carrying out duties &amp; responsibilities; general knowledge of municipal procedures, authorities, structures, and laws; deeper comprehension of the South African Constitution as it relates to local government; and adherence to the Batho Pele principles for the promotion of democracy, improved community well-being and service provision.</p>



<p>This refresher training is attended by Alfred Nzo District Municipality Executive Mayor, Council Speaker, Whip of Council, Mayoral Committee Members Councillors &amp; Traditional Leaders.</p>

<p>Alfred Nzo District Municipality is a host to the Local Government Sector Education &amp; Training Authority (LGSETA) Provincial Skills Development Facilitator’s Forum currently underway in the Matatiele Local Municipality . This two-day programme is held to look at some of the challenges related to skills development in the Eastern Cape Province.</p>



<p>According to LGSETA Acting <a></a>Provincial Manager, Ms. Jeandre September, the forum seeks to keep Skills Development Facilitators (SDF’s) up-to-date on all fronts in terms of skills development, to keep them informed of funding window opportunities and processes for applying for such opportunities.</p>



<p>The Provincial Skills Development Forums (PSDF) were established under the Skills Development Act of 2008 in order to address specific provincial skills development needs, and to provide a bridge linking the National Skills Authority (NSA) and the provinces.</p>



<p>The PSDFs aim to be forward thinking structures which unite the efforts of a range of role players, including key provincial government departments, business, labor and training and capacity building institutions.</p>



<p>Some of the municipalities participating in the programme include Amathole District Municipality, Chris Hani District Municipality, Saraah Baartman District Municipality, OR Tambo District Municipality, Joe Gqabi District Municipality, Nelson Mandela Metro, Buffalo City Metro as well as various agencies including the Alfred Nzo Development Agency (ANDA).</p>

<p>The life of a black child from Mganu PS &amp; Tyelimhlophe Agricultural School will be improved for the better and produce quality education results. This, after learners from these schools were handed over school bags, school shoes, pens, pencils as well as sanitary towels by the Minister of Agriculture, Land Reform and Rural Development Mzwanele Nyhontso as part of back to school campaign.</p>



<p>This campaign is part of the <a></a>department&#8217;s commitment to empower rural communities of KwaBhaca by ensuring that there is access to opportunities and resources necessary for academic success.</p>



<p>Through this initiative, government seeks to provide learners with essential educational tools and support systems that will not only enhance their learning experience but equip them to make meaningful contributions to their communities in the long run.</p>



<p>During the stakeholder’s engagement including communities &amp; SGB, the structures raised their concerns in relation to service delivery as well as the schools infrastructure, construction of the bridge, Library in school, network challenges, water &amp; access road.</p>



<p>Minister Nyhontso was accompanied MEC for Agriculture, Ms. Nonceba Kontsiwe, Alfred Nzo District Municipality Acting Executive of the day Cllr. Sobane Mnukwa, the Speaker Cllr. Sixolile Mehlomakhulu and Umzimvubu Local Municipality Mayor Cllr. Zukiswa Ndevu</p>



<p>He is expected to wrap-up his back to school campaign at Meje Primary School in Winnie Madikizela Mandela Local Municipality.</p>

<p>Winnie Madikizela-Mandela Local Municipality hosted the 5th Annual Career Exhibition at the Mbizana Civic Centre.</p>



<p>This annual programme is held in partnership with Alfred Nzo District Municipality, the Department of Education (Alfred Nzo East), as well as various stakeholders including Universities, TVET Colleges, government departments and independent agencies and institutions.</p>



<p>The <a></a>2025 Career Exhibition has mobilized exhibitors and Grade 12 learners from 45 High Schools in the Winnie Madikizela-Mandela Local Municipality.</p>



<p>The purpose of this programme is to introduce the 2025 Matric Class to tertiary educstion opportunities to enhance and shape their career paths.</p>



<p>The exhibition will run for four days until Friday, 14th February 2025 and will benefit close to a thousand (1000) learners from various rural schools in the Winnie Madikizela-Mandela Local Municipality.</p>

<p>Executive Mayor of Alfred Nzo District Municipality launches the Public Service Month, as it is celebrated annually in September in South Africa. The Launch is aimed at encouraging public servants to deliver quality services to the citizens of South Africa and to promote a culture of batho pele (people first) it is also aimed at raising awareness about the role of the public service and its impact on the lives of citizens as well as opening discussions on challenges that are faced by public servants.</p>



<p>Government servants get to perform assessments by referring to their achievements, failures and where to do corrections for future purposes when serving the public better.</p>



<p>As a form of intervention the Department of Social Development to provides the school with Social Workers to curb the high rate of teenage pregnancy and offer psychological lessons to learners.</p>



<p>The platform also afforded a chance for learners to engage with each other in a form of dialogue regarding the high rate of pregnancy in the school and come up with possible solutions.&nbsp;</p>



<p>Mihlayonke Nomake a 16 year old grade 10 learner from Zwelitsha Senior Secondary School appreciates for getting an opportunity to be educated about the consequences of teenage pregnancy as thier school is know for the high rate of teenage pregnancy meanwhile Philip Nyamela a resident of Gxwaleni Village was pleased to see governments departments renderimg services in his village , as he used to spend lot of money travelling to town for the services&#8221;.&nbsp;</p>



<p>Executive Mayor of Alfred Nzo District Mayor Honourable Councillor Vukile Mhlelembana said &#8220;as government we have a responsibility to respond to social ills that occur in our society that is why we are gathered here at Zwelitsha Senior Secondary School. Government departments such as the department of Social Development, South African Police Services (SAPS), and department of Health, Department of Education also got a chance to reflect on the impact and role that they have played in building and delivering better services to the the Alfred Nzo District.&#8221;&nbsp;</p>



<p>&#8220;This year marks 30 years of freedom, government departments together with municipalities should be able to provide the public with better and more advanced services.&#8221; said Mhlelembana</p>

<p>Eastern Cape Provincial Government, in particular the residents commemorated the 64th anniversary of the Ngquza Hill massacre at Ingquza Village in Flagstaff. On the 6th of June 1960, the men and women of Ngquza Hill made a vow that amongst other things they were against the Transkei gaining independence, did not want the dompass and were against the Trust that was advocated by the South African racist regime of the time.</p>



<p>Having noticed that the war was declared by the people of Pondoland, the racist, oppressive and merciless government opened fire which resulted in the killing 11 people, 58 were injured, others arrested and later were sentenced to death by being hanged.</p>



<p>MEC of Sports Recreation Arts and Culture Ms. N Kontsiwe acknowledged the presence of the Acting Premier of the Eastern Cape, Executive Mayors of Alfred Nzo District Municipality, MEC Mvoko, Speaker of O.R. Tambo District Municipality Mayor of Ingquza Hill Local Councillors and Traditional Leaders.</p>



<p>Chairperson of the Ingquza Hill Massacre Committee Mr. Holweni said “government must commit by developing the area so that communities are able to access government services”.</p>



<p>The Executive Mayor of Alfred Nzo District Municipality Cllr: Vukile Mhlelembana appreciated the fact that the programme took place, he further emphasised the importance of maintaining the existence of Ingquza Hill Massacre Anniversary, as it remains one of the most important memorial pride of Amampondo region because it reminded communities of what happened 64 years ago.</p>



<p>Traditional Leader Mr. L Mgwili offered message of support to families who were affected by the massacre and lost their loved ones and emphasised the need for the development of Ingquza Hill area, however, he also acknowledged that there might be delays for the development because of internal fights regarding the land.&nbsp;</p>



<p>“We are gathered today to commemorate the Ingquza Hill Massacre to honour and remember those who died on the 6th of June 1960”. said acting Premier of the Eastern Cape Honourable Xolile Nqatha.&nbsp;</p>



<p>Nqatha also urged communities to remain patient as provincial government have plans in place to ensure that the generation to come is able to know what happened sixty years ago. “I also acknowledge the grievances of communities in relation to bad state of roads that are heading to where the Ingquza Hill massacre took place”. Said Nqatha.</p>
