Departmental Structure

The Planning and Economic Development (PED) Directorate is headed by the Director, Mr Zukile Mazwi, and comprises three units:

1. Local Economic Development (LED):
   Led by Mr V. Mjokovana, Manager: Economic Development, the unit promotes economic development across the Alfred Nzo District by supporting micro, small and medium enterprises (MSMEs) in tourism, light manufacturing, retail, construction and services. Support includes skills development, mentorship, training, infrastructure and material assistance.
2. Agriculture, Forestry and Fisheries (AFF)
   Led by Mr S. Ngesi, Manager: Agriculture, Forestry and Fisheries, the unit supports agricultural, forestry and fisheries development across the district. Its responsibilities include crop and livestock development, agricultural infrastructure, forestry training and material support, and fisheries development through marine-related training and material assistance.
3. Spatial Planning and Geographic Information Systems (GIS)
   Led by Ms F. Mbeki, Manager: Spatial Planning and GIS, the unit coordinates district spatial planning and GIS functions and provides technical support to local municipalities.

Departmental Mandate

The Directorate is responsible for:

• Coordinating local economic development across the district.
• Providing local municipalities with technical support in LED, spatial planning, land use management and GIS.
• Developing and implementing district strategies and sector plans, including the Local and Regional Economic Development Strategy, District Agricultural Master Plan, Tourism Development Plan, MSME Plan, Investment Promotion, Attraction, Retention and Expansion Plan, and Spatial Development Framework.
• Promoting and supporting MSMEs in priority sectors, including Agri-industry and Agro-processing, the oceans economy, light manufacturing and tourism.
• Implementing and maintaining GIS and supporting the implementation of the Spatial Planning and Land Use Management Act (SPLUMA).
• Collecting, updating, mapping and analysing spatial data on social infrastructure to inform planning and development decisions.

Integrated Programme for Inclusive Economic Transformation

The Municipality’s Integrated Radical Economic Transformation Programme focuses on six strategic pillars:

• • Poverty, inequality and unemployment reduction: Expanding access to economic opportunities and promoting inclusive growth across the district.
  • Improved service delivery and value-chain participation: Strengthening service delivery and enabling local enterprises and communities to benefit from associated value chains.
  • Localisation of business opportunities: Advancing the ANDM MSME Development Programme through initiatives such as Cement Products Manufacturing Hubs, Women in Tourism, Youth in Agriculture, and the Fashion and Garment Designer Programme.
  • Scarce and critical skills development: Building the district’s skills base through partnerships with ANDA, Sector Education and Training Authorities (SETAs), and institutions of higher education.
  • Township and rural economic development: Supporting vibrant township and rural economies through social enterprises, MSMEs and cooperatives.
  • Small-town revitalisation and investment development: Supporting local municipalities with small-town revitalisation to attract, retain and expand investment across the district.
